It is possible for unsaturated resin to eventually cure even if the promoter is forgotten, but the process will be significantly slower.

As you might expect, even if it does cure, the resulting strength will be inadequate. Forgetting to add a promoter, while not common, can happen. For instance, certain unsaturated resins, like the 191 type, are non-promoted and cannot cure properly without the addition of a promoter.
